Punjab Shifts to Digital: Property Challans Through Mobile System

LAHORE – The Punjab Excise Department has switched from its old paper-based system of serving property tax challans to a digital one, aiming to tighten transparency and make monitoring easier.

Now, constables and inspectors tasked with delivering challans must snap a photo of the delivery and record details such as the property ID, PIN code, date, time and even GPS location. All of this data is uploaded on the spot to the department’s central system, where it shows up live on dashboards at the head office.

Punjab has around 2.45 million taxable properties — about 850,000 of them in Lahore. According to officials, more than 400,000 notices have already gone out across the province, including 125,000 in the provincial capital.

Excise officials say the new system will make it harder to dodge taxes and will also help keep staff accountable. “The idea is to plug loopholes and bring everything on record in real time,” one senior official explained.
